The role of natural monopolies and subjects of the Federation in the new redistribution of property

Abstract

The crisis of non-payments has created prerequisites for a new redistribution of property in the Russian industry. The essence of the ongoing processes is the struggle for control over financial flows and property management. The economic underpinnings of conflicts at the regional level are the contradictions between large capital and regional authorities. A characteristic feature of the ongoing processes is that the new redistribution of property started by the regional authorities. The dispute between the Center and the regions is on the fundamental issue for Russia on the relationship of the subjects of the Federation with the Federation itself.
