The relationship between inflation and economic growth in Russia is studied on the basis of a macroeconomic model describing the dynamics of aggregate income in the main structural segments of the real sector. Western analysts have seriously misforecast Russia's economic transition. They believed that privatized post-Soviet firms operating in a liberal environment would quickly prosper by becoming responsive to market demand, and economizing costs as reguired by the logic of profit maximization. Little attention was paid to the institutional setting on the tacit assumption that market forces would bring about the requistite adaptations. This paper attempts to assess why the efficiency of the self regulating economic system emerging in Russia hasn't yet risen to the western capitalist norm by examining contemporary Russian institutional arrangements in Soviet perspective. It will be shown that while the incentives and constraints which conditioned Soviet enterprise bonus maximization have changed, the warped logic and culture of administrative optimization claborated nearly a decade ago in Steven Rosefielde and R.W. Pfouts, "Economic Optimization and Technical Efficiency in Soviet Enterprises Jointly Regulated by Plans and Incentives". European Economic Review. After reducing the rate of compulsory insurance contributions of employers to the State employment Fund from 2% of the wage Fund to 1.5%, the revenues of its budget in the vast majority of regions - subjects of the Russian Federation were insufficient to ensure timely and full payment of unemployment benefits, which, as is known, are among the social guarantees of the Federal level. For compensation of lost revenues of the employment Fund needs to be decisions on attraction of additional sources of formation of revenues of the employment Fund. The article shows that this problem has a solution. It also shows the possibility of reducing the tax burden on employers in terms of their involvement in the payment of insurance premiums to the state fiscal SERVICE. |

With the development and formation of the market economy in Russia, post-command factors gradually lose their dominant role, and therefore, the external factor of the behavior of firms is associated primarily with market structures. The functioning of Russian firms increasingly depends on the micro-environment of their existence, specific to each industry and each market. The structure of the market becomes a determining factor in the development of the enterprise, the basis of its behavior in the economy. At the same time, the importance of the analysis of competition processes in commodity markets is increasing, which requires the development of special statistical tools, since the available information is not enough to adequately assess the forms, methods of competition and its impact on the economic situation of the enterprise. In order to study the structure of the market and the situation in the Federal, regional and local markets of sugar, Goskomstat of Russia together with the Ministry of economy of the Russian Federation and territorial bodies of statistics conducted a sample survey in agricultural enterprises, sugar factories, wholesale trade organizations, industrial enterprises-consumers of sugar. |
